Alison Kerr, MPH

Alison Kerr, MPH, Director of Community Health Improvement Planning

Alison has worked for the department since March 2013, serving in various capacities.  Alison supervises Community Health, Tobacco Prevention, Health Disparities, Health Equities, and Vital Statistics. She directs the administration of the performance management, strategic plan, and quality improvement plan. She is also responsible for leading staff and activities to achieve and sustain the agency’s accreditation status with the Public Health Accreditation Board.  She currently serves on the board of Zonta Club of Key West, a not-for-profit organization that serves to advance the status of women. She holds a BS in Environmental Studies from the University of Southern California and an MPH in Environmental and Occupational Health from FIU. Along with her husband, Manny, Alison enjoys making the Florida Keys her home with their cat, Luna.

 

Carmel Cox, Chief Deputy Registrar, Vital Statistics

Carmel Cox is the Chief Deputy Registrar in Vital Statistics for the Florida Department of Health in Monroe County.  As an integral part of the health department, she ensures accurate and timely record-keeping of vital events, such as births and deaths, and works closely with local, state, and federal agencies on laws and procedures related to vital statistics.  She ensures the integrity and confidentiality of sensitive information.  Carmel collects, records, indexes, prepares, and maintains vital records for birth, stillbirth, death records and processes annulments and paternity acknowledgements. Carmel is also a valuable and active community member.  She has dedicated countless hours to various charitable organizations, lending a helping hand to those in need; She currently serves on the board of the Martin Luther King Jr. Celebration and Scholarship Committee. Through this position she has been able to provide educational opportunities to students who may not have the means to pursue higher education otherwise.  Carmel is born and raised in Key West, Florida.  On her free time, she enjoys partaking in the many events in Key West with her family.

    

Kimberly Stevens

Kimberly Stevens, Tobacco Prevention Program Manager

Since November 2022, Kimberly Stevens, B.A., has served as the Tobacco Prevention Program Manager. She earned her Bachelor of Art in Psychology from Pepperdine University, where she specialized in Latin studies and interned at a Labor Exchange, providing ESL resources, and assisting diverse groups with job opportunities. Kimberly conducted undergraduate research on the study of mental health, cognition, and nutrition. The study received an award from Pepperdine University's Department of Psychology in 22'. With a background as a Marketing Director since 2020, she brings extensive professional experience from roles such as Program Director in youth and adolescent residential facilities for mental health, psychiatric disorders, and addiction in 2019. As the Tobacco Prevention Program Manager, her goal is to foster educational opportunities for youth, young adults, and adolescents, aiming to empower them with knowledge to quit smoking, cultivate positive life habits, and contribute to transforming the county. This transformation is envisioned to promote positive environmental effects, benefiting wildlife, marine life, the community, and the local government. Kimberly aspires to transform the county into a resilient and thriving nonsmoking community for the current generation and generations to follow. In her leisure time, Kimberly enjoys nature, traveling, cooking, and playing musical instruments.

 

Gayle Glover, Health Educator Consultant, Tobacco Prevention Program

Gayle A. Glover, B.S., M.Ed., NBCT has been with the Florida Department of Health in Monroe County since March 2014. She is a Health Educator Consultant in the Tobacco Prevention Program.  Gayle came to Key West from North Carolina in 2013 after retiring from a 35-year teaching career in Health and Physical Education and Coaching. She has held various roles within DOH-Monroe including Tobacco Prevention, and she wrote and managed a two-year grant from the Health Foundation of South Florida for Multigenerational Parks in Key West and Monroe during 2015-2018.  Gayle enjoys volunteering at The Tropic Cinema and spending time on the water. Her interests include spending time with her five children and their families and traveling the world.

 

Rev. Denise McLeod, MDiv, Minority Health Liaison

Rev. Denise McLeod has more than 35 years of experience in the social justice field. She began her career as a hospice chaplain and pastor and has since worked to improve our world from a holistic perspective. McLeod earned her Master of Divinity degree from Columbia Theological Seminary. During her educational journey, she completed a residency at the James A. Haley Veterans Hospital and clinical pastoral education/chaplaincy. In 2003, she was awarded the Algernon Sydney Sullivan Award recognition for her outstanding service to humanity.  Denise joined DOH-Monroe in 2023 and is the departments Minority Health Liasion.  She oversees the Quality of Life Work Plan and Task Force as well as the Healthy Communities Program.  You can find her out in the community during versious outreach events and coordinating the departments Health To You event.  When not at work, McLeod preaches, walks piers, listens to music, and socializes with friends. Working in public health is an extension of her service.

 

 Bill Brookman, Operations Consultant

Bill Brookman is a government Operations Consultant to the Florida Department of Health in Monroe County. He currently supports quality improvement initiatives within the department.  Bill has worked in the Environmental Health programs as a supervisor and Program Manager from 1999 to 2018. He has participated in research into nutrient-reducing onsite wastewater systems and authored several articles on the subject.  Bill has a Bachelor of Science degree in Environmental Sciences from the University of Massachusetts Amherst and a Master of Public Health degree from Florida International University. He speaks English and Haitian Creole. He is a long-time stamp collector and father of four adult sons.  

 

John Rouge, Human Service Program Analyst

John Rouge joined the Monroe County Health Department in 2023 as a Human Service Program Analyst. His work for the department is focused on grant writing and resource development. John has a master’s degree in Project Management from St. Mary’s University of Minnesota and a Bachelor’s degree from Florida State University. In his spare time, John enjoys gardening.

 

Paige Volpenhein, Health Education Program Consultant

Paige Volpenhein joined the Florida Department of Health in Monroe County as a Health Education Program Consultant in the Minority Health Program in 2021. After leading Minority Health strategic planning for two years, Paige now works in an advisory capacity within the Quality of Life planning and programs.  Paige previously served as a Peace Corps Volunteer in Cambodia and worked as the Director of Programs for the Star of the Sea Foundation in Key West, Florida. She holds a BA from Transylvania University and an MPH from Johns Hopkins University. Currently, Paige is pursuing an MBA from the Kellogg School of Management at Northwestern University. In her free time, you can find her outdoors—she loves hiking and has hiked the 2,650-mile Pacific Crest Trail.
