Free Health Insurance Assistance Available to Monroe County Residents for Special Enrollment Period and Tax Credits Reconciliation

Carolyn Thomson is a federally certified ACA Health Insurance Navigator at Epilepsy Alliance Florida providing free, unbiased, non-commissioned health insurance assistance.

Carolyn is available on the phone or in person at the Gato Building, 1100 Simonton Street in Key West on Tuesdays 10 am to 4 pm.  For an appointment call 877-553-7453.

Carolyn Thomson will be partnering with the United Way/VITA program for tax reconciliation assistance from January 24 - April 11, 2024. 

On Wednesdays from 10 am - 2 pm Carolyn will be at the Gato Building, 1100 Simonton Street, Key West. 

On Thursdays from 12:30 - 4:30 pm Carolyn will be at the Marathon Library, 3490 Overseas Highway, Marathon.

Established in 1971 as a not-for-profit 501(c)(3), Epilepsy Alliance Florida (EAF) is the principal agency for epilepsy programs and services sponsored by the State of Florida and also serves as the lead advocate for the rights and needs of people with epilepsy and seizures at the local, county, state and national level.

Enacted in 2010, the Patient Protection and Affordable Care Act (ACA) is a federal law providing access to care for all, including those with epilepsy. This legislation not only requires essential coverage but established a patient’s bill of rights and prohibits insurance companies from denying coverage or charging higher premiums based on pre-existing conditions.

The Healthcare Navigation Program at Epilepsy Alliance Florida is funded by a grant through the ACA that provides education, counseling and enrollment assistance to those who need health coverage or have questions concerning their health insurance.

SPECIAL ENROLLMENT PERIOD

If it’s not Open Enrollment Period, it’s a Special Enrollment Period.

You would qualify for a Special Enrollment Period 60 days before and after certain life events, such as losing health coverage, including Medicaid, moving, getting married, having a baby, and other eligibilities or if your household income is below a certain amount.

TAX CREDITS RECONCILIATION

The way that a Marketplace health plan works is that when someone applies for coverage, an Advanced Premium Tax Credit, a subsidy, is calculated according to the estimated income that is used on the application.  This estimate is then reconciled to actual income for the year of coverage on that person’s tax return for the year of the subsidy. 

If you had a Marketplace plan for a particular year, when you file your federal income tax return for that year, the Internal Revenue Service (IRS) will compare the reported income on your tax return with the estimated income on your application. If the income on your tax return is lower than the amount of income on your application, you may be eligible to get an additional premium tax credit amount. On the other hand, if the income on your tax return is higher than the amount of income on your application, you may owe additional federal income tax.
